Announcement of the Ministry of Housing and Urban-Rural Development on the partial revision of the national standard "Code for Fire Protection in Architectural Design"

The partially revised provisions of the national standard "Fire Code for Architectural Design" GB 50016-2014 are approved and will be implemented as of October 1, 2018. Among them, Sections 5.1.3A, 5.4.4 (1,2, 3, 4), 5.4.4B, 5.5.8, 5.5.13, 5.5.15, 5. 5.17, 6.2.2, 6.7.4A, 7.3.1, 7.3.5 (2, 3, 4), 8.2.1, 8.3.4, 8.4 .1, 10.1.5, 10.3.2, 11.0.4, 11.0.7 (2, 3, 4) (paragraphs) are mandatory provisions and must be strictly implemented. The original provisions revised this time are also repealed.
The partially revised provisions and specific contents are publicized on the portal of the Ministry of Housing, Urban and Rural Construction (www.mohurd.gov.cn), and will be published in the recently published "Engineering Construction Standardization" journal.

Partial revision description

This part of the revision of this code is based on the "Notice on Printing and Distributing Engineering Construction Specifications and Standards and Related Work Plans for 2018" (Building Letter [2017] No. 306) issued by the Ministry of Housing and Urban-Rural Development. Relevant units jointly completed.
This partial revision work has revised and improved the basic fire protection technical requirements for the architectural design of care facilities for the elderly in accordance with the relevant standards of the Ministry of Housing and Urban-Rural Development and the relevant national fire protection laws. The main contents include:
1. The scope of care facilities for the elderly was clarified.
2. The permissible building height or number of floors for the care facilities for the elderly and the separation requirements during combined construction were clarified.
3. Clarified the requirements for the elderly's living room and public activity room.
4. Appropriately strengthened the requirements for safe evacuation, evacuation and fire protection facilities for elderly care facilities.
This time, there are 27 partial amendments, which are 5.1.1, 5.1.3A, 5.1.8, 5.3.1A, 5.4.4, 5.4.4A, and 3.4. .4B, 5.5.8, 5.5.13, 5.5.13A, 5.5.14, 5.5.5.15, 5.5.17, 5.5.24A, 6.2.2 , 6.7.4A, 7.3.1, 7.3.5, 8.2.1, 8.2.4, 8.3.4, 8.4.1, 10.1.5, 10 .2.7, 10.3.2, 11.0.4, 11.0.7. 7 of them were newly added.
The underlined part of the provisions of this specification is the revised content, and the provisions marked with bold type are mandatory provisions, which must be strictly implemented.

Foreword

This code is based on the Notice of the Ministry of Housing, Urban and Rural Construction on Printing and Distributing the "2007 Construction and Standardization of Construction Standards and Specifications (First Batch)" (Jianbiao [2007] No. 125) and "Regulations on Adjusting <Fire Protection Code for Building Design> "Letter on the Fire Protection Code for the Design of High-rise Civil Buildings" (Build Standard [2009] No. 94), Tianjin Fire Research Institute and Sichuan Fire Research Institute of the Ministry of Public Security, together with relevant units, in the "Code for Fire Protection of Building Design" GB 50016 -2006 and the "Code for Fire Protection Design of High-Rise Civil Buildings" GB 50045-95 (2005 edition), which were integrated and revised.
During the revision of this code, it follows the national policies and policies on basic construction, implements the fire prevention work principle of "prevention-oriented, combination of prevention and elimination", draws lessons from severe fire accidents in China in recent years, and seriously summarizes domestic and foreign building fire protection design practices. Experience and fire-fighting scientific and technological achievements, in-depth investigation of new situations, new problems and difficult problems encountered in the process of project construction and development, earnestly studying and drawing on the experience of developed countries, carrying out a large number of subject research, technical discussions and necessary tests, Opinions from relevant units on design, production, construction, scientific research, teaching, and fire supervision were extensively solicited, and finally reviewed and finalized.
This code is divided into 12 chapters and 3 appendices. The main contents are: classification of fire hazards for production and storage, classification requirements for high-rise buildings, classification of fire resistance levels of industrial and civil buildings such as factories, warehouses, residential buildings, and public buildings. The basic requirements for the fire resistance limit, floor layout, fire zoning, fire separation, fire protection structure, fire separation distance and fire facilities of building components, basic measures and requirements for explosion protection of industrial buildings; evacuation distances, evacuation widths of industrial and civil buildings, Basic requirements for the setting of evacuation stairs, emergency lighting and evacuation signs, and the installation of safety exits and evacuation doors; fire protection distances, grouping arrangements and reserves of Class A, B, and C liquids, gas storage tanks (areas), and combustible material storage yards Basic requirements for fire protection design of wooden structures and urban traffic tunnel engineering; basic requirements for facilities such as rescue sites, fire lanes, fire elevators, etc. that meet fire and rescue requirements; building heating, ventilation, air conditioning, and electrical aspects Fire protection requirements and power and distribution lines for fire-fighting electrical equipment And other basic requirements.
Compared with "Code for Fire Protection of Building Design" GB 50016-2006 and "Code for Fire Protection of High-rise Civil Building Design" GB 50045-95 (2005 edition), this code has the following changes:
1. The "Code for Fire Protection Design of Buildings" and "Code for Fire Protection Design of High-Rise Civil Buildings" have been merged, and the requirements for inconsistency between the two standards have been adjusted. Residential buildings are categorized by building height.
2. Added two chapters on fire-fighting and rescue facilities and wooden structure buildings, perfected the requirements on fire-fighting and rescue, and systematically stipulated the fire-proof requirements of wooden structures.
3. Added fire protection requirements for building insulation systems.
4. The setting of fire-fighting facilities has been clearly defined and the relevant content has been improved; the requirements for the design of fire-fighting water supply systems, indoor and outdoor fire hydrant systems, and smoke and smoke exhaust systems are specified by corresponding national standards.
5. The fire protection requirements of high-rise residential buildings and high-rise civil buildings with a building height greater than 100m have been appropriately raised.
6. It supplemented the buildings on both sides of the covered commercial pedestrian street with fire prevention requirements when using the pedestrian street for safe evacuation; adjusted and supplemented the design evacuation personnel density of building materials, furniture, lighting store business halls and exhibition halls.
7. The fire protection requirements of underground warehouses, logistics buildings, large flammable gas storage tanks (areas), liquid ammonia storage tanks, and liquefied natural gas storage tanks were adjusted, and the fire prevention distances of liquid oxygen storage tanks were adjusted.
8. Improved requirements for preventing vertical or horizontal spread of building fires.
The provisions marked with bold type in this specification are mandatory and must be strictly implemented.
The Ministry of Housing and Urban-Rural Development is responsible for the management and interpretation of the compulsory provisions. The Ministry of Public Security is responsible for the daily management, and the Fire Bureau of the Ministry of Public Security organizes the Tianjin Fire Research Institute and the Sichuan Fire Research Institute for the interpretation of specific technical content.
