Announcement of the Ministry of Transport on Issuing the Technical Standards for Highway Engineering

The "Highway Engineering Technical Standard" (JTG B01-2014) is released as the highway engineering industry standard. It will be implemented from January 1, 2015. The original "Highway Engineering Technical Standard" (JTG B01-2003), its English version and French The edition is also discontinued.
The Highway Engineering Technical Standard (JTG B01-2014) was jointly prepared by the Highway Bureau of the Ministry of Transport and CCCC First Highway Survey Design and Research Institute Co., Ltd. The management and interpretation of the standard belongs to the Ministry of Transport, and the daily interpretation and management of the standard is the responsibility of the Highway Bureau of the Ministry of Transport.
All relevant units are requested to pay attention to summing up their experience in practice, and timely report the problems found and suggestions for modification to the Highway Bureau of the Ministry of Transport (Address: No. 11, Jianguomen Inner Street, Beijing, 100736) for research and revision.

Foreword

In order to adapt to the development of highway transportation, the Ministry of Transport issued a notice of Jiao Gong Zi Zi [2011] No. 3 at the beginning of 2011, and arranged to carry out "Highway Engineering Technical Standards" (JTG B01-2003) (hereinafter referred to as "Standards 03 Edition") Revised. The revision work was undertaken by the Highway Bureau of the Ministry of Transport and CCCC First Highway Survey Design and Research Institute Co., Ltd., and the Ministry of Transport Highway Science Research Institute and CCCC Second Highway Survey Design and Research Institute Co., Ltd. participated. (Autonomous Region) Department of Transportation and relevant units for their strong support and cooperation.
This revision of the Standard has systematically summarized the experience of China ’s highway construction since the implementation of the 03 version of the Standard. Based on fully absorbing the scientific research results of the highway industry in recent years, 13 targeted research projects have been carried out in a targeted manner. It also refers to the relevant standards and advanced technologies of developed countries. The revision of the Standard has always adhered to the requirements-oriented, world-oriented, and future-oriented standardization work guidelines, fully reflecting the development requirements of "integrated transportation, intelligent transportation, green transportation, and safe transportation", and adhered to "advanced concepts, systematic management, economical reliability, "Effective implementation" working principles, combined with the current status and trends of the development of China's highway transportation industry, under the premise of stressing safety, environmental protection and resource conservation, highlight the leading role of highway and its facilities in determining technical standards and indicators. The revised "Standard" has an important guiding role in promoting the development of highway transportation, building a sound and reasonable road network structure and the construction of "two highway systems", and improving the service level of the highway network.
The revised "Standard" is divided into 10 chapters. The revision of the "Standard" adds provisions and regulations on highway reconstruction and expansion, expressways in special areas, operating speed, non-motorized vehicles and pedestrian-intensive sections, design life, safety evaluation, and disaster relief channels Requirements; adjustments and additions to bridge load, subgrade design flood frequency, energy conservation and environmental protection, arterial highway traffic engineering, rural road crossing, etc .; adjustments to highway adaptation to traffic volume, vehicle conversion factor, traffic volume forecast period, service level classification, Subgrade cross section width, longitudinal slope, bridge width reduction, tunnel section and import and export alignment, traffic engineering classification, and construction facility life.
