Announcement on the release of the national standard "Design Specification for 35kV ~ 110kV Substations"

The "Design Code for 35kV to 110kV Substations" is now approved as the national standard, numbered GB 50059-2011, and will be implemented as of August 1, 2012. Among them, Article 3.1.3 is mandatory and must be strictly enforced. The original GB 50059-92 "Design Specification for 35 ~ 110kV Substations" shall be abolished at the same time.
This specification is published by the China Planning Publishing House organized by the Standard Quota Research Institute of our Ministry.

Foreword


This code is based on the requirements of the former Ministry of Construction's "Notice on Printing and Distributing the" 2004 National Standards for Construction and Development of Construction Projects "(Build Standard [2004] No. 67). The design code for 35 ~ 110kV transformer substations ”GB 50059-92 was revised.
During the revision of this code, the revision team conducted a large number of investigations and studies in conjunction with the actual situation of China's power construction and engineering design. Design ideas and methods were finally reviewed and finalized.
This specification is divided into 8 chapters and 3 appendices. Its main contents: general rules, site selection and station layout, electrical parts, civil works, fire protection, environmental protection, labor safety and occupational health, energy saving. Among them, in addition to the site selection and station area layout, electrical parts, civil works and other chapters to be revised and supplemented, new content includes fire protection, environmental protection, labor safety and occupational health, energy conservation, and so on.
The content of this revision of this code is:
——Cancel the name of “Substation” and change it to “Substation”;
——Revised the contents of electrical and civil engineering and adjusted the chapters;
-Supplemented the content of the DC system;
-Supplemented the contents of the monitoring system;
-Supplemented the content of dispatch automation;
——Supplied water supply and drainage content;
-Supplemented the fire protection content;
-Added environmental protection content;
——Increased the content of labor safety and occupational health;
——Added energy saving content.
The provisions marked in bold in this code are mandatory and must be strictly enforced.
The Ministry of Housing and Urban-Rural Development is responsible for the management and interpretation of the compulsory provisions, the Standardization Center of the China Electricity Enterprise Federation is responsible for the specific management, and the East China Electric Power Design Institute is responsible for the interpretation of specific technical content.
