Announcement of the Ministry of Construction on the release of the industry standard "Technical Specifications for Temporary Power Safety at Construction Sites"

The "Technical Specification for Temporary Electricity Safety at Construction Sites" is now approved as the industry standard, numbered JGJ 46-2005, and will be implemented as of July 1, 2005. Among them, the first 1.0.3, 3.1.4, 3.1.5, 3.3.4, 5.1.1, 5.1.2, 5.1.1, 5.3.2 , 5.4.7, 6.1.6, 6.1.8, 6.2.3, 6.2.7, 7.2.1, 7.2.3, 8.1.3, 8 .1.11, 8.2.210, 8.2.11, 8.2.215, 8.3.4, 9.7.3, 10.2.2, 10.2.5, 10.3 . Article 11 is mandatory and must be strictly enforced. The original industry standard JGJ 46-88, Technical Specification for Temporary Electricity Safety at Construction Sites, is abolished simultaneously.
This standard is published by the China Construction Industry Press organized by the Standard Quota Research Institute of the Ministry of Construction.

Foreword

According to the requirements of the Ministry of Construction's Jianbi [2001] No. 16, the Standards Compilation Group revised this specification on the basis of extensive investigations and studies, conscientiously summing up practical experience, referring to relevant international standards, and extensively seeking opinions.
The main technical contents of this specification are: 1. General provisions; 2. Terminology and code; 3. 3. Temporary electricity management; 4. 4. Protection of external power lines and electrical equipment; Grounding and lightning protection; 6. 6. Power distribution room and self-provided power supply; 7. Power distribution lines; 8. 8. Distribution box and switch box; 9. 10. Electric construction machinery and hand-held power tools; Lighting; three appendices.
The main technical contents of the revision of this specification are: 1. 1. Comprehensively stipulate three technical principles that should be adopted in the dedicated power supply system at the construction site; 2. Add a new term and code to a separate chapter in the main text, and delete the explanation of terms in the appendix; 3. Supplement the regulations on acceptance of temporary power projects at the construction site; 4. Renamed the chapter “Construction Site and Surrounding Environment” to “Protection of External Electrical Circuits and Electrical Equipment”, and added provisions for the installation of protective facilities for external electrical circuits and protection measures against flammable and explosive materials, corrosive media, and mechanical damage; 6. Supplement the provisions of the zero-connection protection system for the setting of the protective neutral wire and the insulation color of the phase wire, working neutral wire, and protective neutral wire, and supplement the provisions for determining the lightning protection scope according to the rolling ball method; 6. Increase the provisions of lighting distribution room; 7. 8. Supplement the provisions of cable line and cable selection principles, laying methods and methods, and the five-core cable application principles; 8. Added provisions for the structure of the distribution box, switch box, and electrical equipment configuration and wiring; 9. 10. Add provisions for electric welding machines to set up secondary electric shock protection devices, frequently operate equipment to set up controllers, and conduct insulation inspections on hand-held electric tools; Added regulations on the use of safety isolation transformers, and regulations on the safe distance and protective measures between lamps and flammable and explosive materials.
The Ministry of Construction is responsible for the management and interpretation of the compulsory provisions, and the editor-in-chief is responsible for the interpretation of specific technical content.
