Announcement of the Ministry of Housing and Urban-Rural Development on the release of the national standard "Code for Construction and Acceptance of Overhead Power Lines with Electrical Installations of 66kV and Below"

The Code for Construction and Acceptance of Overhead Power Lines of 66kV and Below for Electrical Installations is now approved as the national standard, numbered GB 50173-2014, and will be implemented from January 1, 2015. Among them, Articles 3.2.3 (3), 5.0.4 (3) and 6.1.1 (1) (paragraphs) are mandatory provisions and must be strictly implemented. The original national standard "Code for Construction and Acceptance of Overhead Power Lines of 35kV and below for Electrical Installations" GB 50173-92 shall be abolished simultaneously.
This specification is published by the China Planning Publishing House organized by the Standard Quota Research Institute of our Ministry.

Foreword

This code is based on the requirements of the Ministry of Housing and Urban-Rural Development's Notice on Printing and Distributing the Formulation and Revision Plan of Standards for Construction of Engineering in 2009 (Build Standard [2009] No. 88). The company together with relevant units revised and completed on the basis of the original national standard "Code for Construction and Acceptance of Overhead Power Lines of 35 kV and below for Electrical Installations" GB 50173-92 (hereinafter referred to as the "original specification").
During the revision of this code, the compilation team carefully summarized the construction experience since the implementation of the original code, extensively solicited the opinions of relevant units across the country, conducted in-depth investigations and studies, and completed the draft for approval. Final review and finalization.
This specification is divided into 11 chapters and 4 appendices. Mainly include: general provisions; terminology; inspection of raw materials and equipment; surveying; earth and stone engineering; foundation engineering; tower engineering; wiring engineering; grounding engineering; electrical equipment on poles; engineering acceptance and handover, etc.
Compared with the original specification, the main contents of this revision of the specification are as follows:
1. Include 66kV overhead line construction and acceptance standards in this specification, and change the original standard name to "Electrical Installation Installation Engineering 66kV and below overhead power line construction and acceptance specifications";
2. Added terminology;
3. Including the contents of iron towers and concrete foundations into this code;
4. Added excavation foundation, steel poles, insulated wires, etc.
5. Modified the section of “wire erection” in the original specification to “wire installation project”;
6. The "lightning line" in the original specification was changed to "ground line";
7. Removed the "Access Line" section.
The provisions marked in bold in this code are mandatory and must be strictly enforced.
The Ministry of Housing and Urban-Rural Development of the People's Republic of China is responsible for the management and interpretation of the compulsory provisions, the China Electric Power Enterprise Federation for the daily management, and the China Electric Power Research Institute for the interpretation of specific technical content. During the implementation of this code, all units are required to combine engineering practices and carefully summarize their experiences.
